Potrero Hill is crisscrossed with high voltage power cables. In event of a significant earthquake some of these will fall on to old wooden houses. At the top of the hill is a large water tank which is dedicated to domestic service and fire hydrants. The tank is filled using electric pumps. If the power lines on Potrero Hill fail there will be no way to fill the water tank. Fire hydrants will go dry.
Pacific Gas and Electric Company must underground these lines.
